Legislation Highlights

Attached is also a letter drafted by Randy Thompson with my name on it which was given to Rep. Joe Atkins (DFL-Inver Grove Heights) Chairman of the House Commerce Committee in regards to PCI compliance and the need for a true "Pin-based" debit network. Rep. Atkins is our author in the House. MSSA members on an average of $5,000 to $8,000 annually in interchange rates and fees. Currently Minnesota Banks utilize a signature debit card network as all debit cards processed are processed thru Visa/MasterCard rates and fees.
Currently the MSSA is waiting from word from Tom Pender (General Counsel of Commerce Committee) for language pertaining to our members needs and wants.
In addition, this morning we are meeting with Senator Dan Sparks (DFL-
Austin) in potentially authoring our bill on the Senate side.
